closed to establish a normal electrical lineup. At 1324, Action State-ment 3.8.1.l was terminated.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The cause of this event was personnel error. During the testing of the Bus Section 1-5, 500kV breaker, the breaker f~ilure and ground protec-tion circuit was not tagged out of service. When the 1-5 breaker was closed in the test position, the protective relay ciicuit saw this as a "stuck breaker" and. is.elated the apparent fault.

The breaker failure and ground protection circuit was tagged out of service for the remainder of the breaker testing. The SOOkV, Bus Section 1-8 breaker and the 13kV, Bus Section 3-4 and 4-5 breakers were reclosed to restore the electrical distribution system to normal.

Although the SOOkV breakers are non-safety related, a detailed pro-cedure covering testing of switchyard components is being prepared and should be available by September 1, 1977.
