  • IDENTIFICATION OF OCCURRENCE:

Loss of Off Site Power Source (5023, SOOkV Transmission Line)

CONDITIONS PRIOR TO OCCURRENCE:

Operational Mode 1, Reactor Power 90%

DESCRIPTION OF OCCURRENCE:

At 1444 hours0.0167 days <br />0.401 hours <br />0.00239 weeks <br />5.49442e-4 months <br />, the 5023, 500kV transmission line tripped on protective relay actuation.

The Shift Supervisor implemented Technical Specifica-tion Action Statement 3.8.1.1.a.

Surveillance Test 4.8.1.1.1.a and 4.8.1.1.2.a.2 were performed with satisfactory results.

The 5023 line was patraU.ed by helicopter and at 1640 hours0.019 days <br />0.456 hours <br />0.00271 weeks <br />6.2402e-4 months <br />, was re-energized.

Action Statement 3.8.1.1.a was then terminated.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

A forest fire between towers 36/1 and 36/3 (36 miles from station) caused arcing to ground which actuated the protective relays.

The line was isolated at the New Freedom switching station, as well as the Salem switchyard.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.8.1.1.2 allows 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to restore an inoper-able off site transmission line,.. provided that the operability of the remaining AC power sources is demonstrated.

Surveillance 4.8.1.1.1.a and 4.8.1.1.2.a.2 were performed with satisfactory results and the 5023 line was returned to service within the time allowed, therefore, the limiting condition for operation was not violated.

At no time was there any danger to the health and safety of the general public or site personnel.

CORRECTIVE ACTION

Personnel from the Transmission and Distribution Department patrolled the 5023 line by helicopter.

Protective relays were reset and the line

.re-energized.
