DISCHARGE OF WATER/TRANSFORMER OIL PUBLIC SERVICE ELECTRIC AND GAS (PSE&G) SALEM GENERATING STATION (CASE #92-01-24-1059-47)  
 
-30 DAY CONFIRMATION REPORT As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached discharge confirmation report. The discharge, which occurred at the above facility on January 24, 1992, occurred entirely within PSE&G property and no injuries resulted.
DISCHARGE OF WATER/TRANSFORMER OIL PUBLIC SERVICE ELECTRIC AND GAS (PSE&G)
As there is no "Reportable Quantity" (RQ) for the discharged material, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10CFR50.72, Significant Events. PSE&G believes it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration.

The oil apparently leaked from one of the stored spare transformers when a thermocouple well cracked due to the freezing temperatures.

CASE #92-01-24-1059-47 MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:
Initially believed to be non-reportable, efforts were undertaken to stop the discharge and mitigate any potential environmental impact. Evidence of any discharge was masked by the fact that recent rains had made it impossible to distinguish between precipitation wetted areas and areas of potential discharge from the secondary containment.
The time the discharge from the secondary containment began is unknown. Upon discovery, immediate notification was made to on site emergency response personnel. Initially believed to be non-reportable, efforts were undertaken to stop the discharge and mitigate any potential environmental impact.
Estimates of liquid discharged from the containment are based upon standing water down gradient of the containment rather than actual measured volumes. As a result of the response, all liquid in the secondary containment was collected in a vacuum truck and any oily residue absorbed for disposal as solid spill debris. The collected liquid was then discharged to an onsite facility oil/water separator (NJPDES permit NJ0005622, DSN 489B). The top two (2) inches of soil in the area immediately adjacent to and down gradient (west) of the containment was physically removed and drummed for disposal to ensure that no traces of oil residue remained.

As there is no "Reportable Quantity" (RQ) for the discharged material, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10CFR50.72, Significant Events.

PSE&G believes it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration.

Approximately 500 gallons of oil contaminated rainwater escaped from a spare transformer secondary containment area on to an area adjacent to and within the confines of the owner controlled area at this facility. The event was discovered during a routine check of the area and appropriate response personnel notified.

CASE #92-01-24-1059-47 This discharge occurred after approximately 500 gallons of a mixture of accumulated rainwater (3500 gallons) contaminated with a small amount of transformer oil (5 gallons) escaped from a spare transformer storage area. The oil apparently leaked from one of the stored spare transformers when a thermocouple well cracked due to the freezing temperatures. A maintenance technician making a routine inspection observed the water on the ground and noticed a film of oil in the secondary containment.

The technician informed the Senior Nuclear Shift Supervisor who requested that Environmental Licensing personnel make an on scene determination as to the possibility of a discharge. The responding Licensing Engineer determined that a discharge had probably occurred and the notification that the discharge potentially contained trace amounts of transformer oil was appropriate. This information was then reported as a discharge of approximately 500 gallons of an oil/water mixture.

CASE #92-01-24-1059-47 MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

The time the discharge from the secondary containment began is unknown. Upon discovery, immediate notification was made to on site emergency response personnel. Initially believed to be non-reportable, efforts were undertaken to stop the discharge and mitigate any potential environmental impact.

Evidence of any discharge was masked by the fact that recent rains had made it impossible to distinguish between precipitation wetted areas and areas of potential discharge from the secondary containment. Estimates of liquid discharged from the containment are based upon standing water down gradient of the containment rather than actual measured volumes.

As a result of the response, all liquid in the secondary containment was collected in a vacuum truck and any oily residue absorbed for disposal as solid spill debris. The collected liquid was then discharged to an onsite facility oil/water separator (NJPDES permit NJ0005622, DSN 489B). The top two (2) inches of soil in the area immediately adjacent to and down gradient (west) of the containment was physically removed and drummed for disposal to ensure that no traces of oil residue remained.

CORRECTIVE MEASURES:

This secondary containment is slated for upgrade as part of the DPCC/DCR regulatory implementation and has been assigned a high priority for funding as a result of this incident. While a schedule for commencement of any modifications has not been published, it is anticipated that work will commence in 1992.

Additional engineering and design work must be completed prior to any schedule publication.
