The agenda and list of meetings attendees are included in Enclosures 2 and 3, respectively. OF THE AUGUST 1, 2018 AND AUGUST 30, 2018, PUBLIC MEETINGS WITH NUSCALE POWER, LLC, TO DISCUSS THE NRC STAFFS REVIEW OF NUSCALES DESIGN CERTIFICATION APPLICATION, TIER 2, CHAPTER 14.2, INITIAL TEST PROGRAM On August 1, 2018 and August 30, 2018, representatives of the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC, (NuScale) met to discuss the scope of the NRC staffs review of NuScale Initial Test Program, as described in NuScales Design Certification Application (DCA), Tier 2, Chapter 14.2, Initial Test Program.
During the August 1, 2018 meeting, NuScale made a presentation to the NRC staff entitled, Risk-Informed Review of NuScale Initial Test Program. NuScales presentation material is publicly available in the Agencywide Documents Access Management System (ADAMS) under Accession No. ML18213A157. NuScale concluded its presentation by requesting NRC to revise its review approach for NuScales initial test program (ITP) to, (1) include the review of the test abstracts pertaining to inspections, tests, analyses, and acceptance criteria and first-of-a-kind in the DCA review, and (2) apply a risk-informed review approach during the combined license stage. The NRC staff asked several clarifying questions during the meeting to understand how NuScales requests would address regulatory requirements applicable to the review of ITP during the design certification review stage. The NRC and NuScale staffs agreed to discuss the issue internally and meet again to continue their discussion. A follow-up meeting was later set for August 30, 2018.
During August 30, 2018, meeting the NRC staff requested clarification from NuScale regarding the scope of the ITP review that NuScale was seeking given that ITP is not required as part of a DCA review. NuScale indicated that their proposed scope of the review should include the safety-related and risk-significant (A.1, A.2, and B.1) test abstracts. These tests should be fully reviewed. The NRC staff questioned whether this would include system functions as described in DCA section 17.4 and that emphasized that the staff needs to understand the full scope such that an adequate resource estimate can be established.
NuScale agreed to provide a roadmap for the 110 initial tests and the various systems with varying levels of safety and risk significance (A1, A2, and B1). The NRC staff agreed to review the information and provide feedback to NuScale. This roadmap would be discussed and agreed upon with NuScale at a later date. The NRC staff also raised concerns that NuScale ITP contains untested design functions that are expected to be tested. NuScale requested that the staff clarify what was missing from their DCA in order for NuScale to address. The NRC staff informed NuScale that a request for additional information (RAI) was being prepared, however, NuScale requested that the staff not issue the RAI until after another round of public meeting to allow further discussions related to the NuScale ITP.
The meeting participants also briefly discussed NuScales white paper (available publicly in ADAMS under Accession No. ML18260A317) that was submitted late on August 29, 2018, Enclosure 1
 
which compares NuScales ITP submittal to the ITP that was approved in the ESBWR DCD.
The NRC staff indicated that it did not have time to digest the content of the white paper. The NRC and NuScale staffs agreed to schedule a follow-up meeting to continue their discussions.
A follow-up meeting has been scheduled for September 18, 2018.
