Dear Mr. O'Reilly:

SUBJECT:

Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416/417 PRD-80/10, Status Report No. 4, Unqualified Insulation Repairs in Rockbestos Supplied Cable AECM-81/71

References:

1) AECM-80/81, 4/18/80
2) AECM-80/221, 9/16/80
3) AECM-80/311, 12/16/80 On March 21, 1980, Mississippi Power & Light Company notified Mr. M. Mendonca of the NRC in Washington of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station. The deficiency concerns unqualified cable.Jnsulation repair.s. in 680 V cable sup-plied by Rockbestos.

Our investigation into the safety implications of this defi-ciency continue. As previously reported, our investigation per-tains only to the cable insulation repairs that were not qualified in accordance with IEEE Standard 383, and not to cable splices as stated in our initial report.

Qualification tests for materials used in insulation repair are partially complete. A status report is attached. Our final report on this matter, which will include a determination of repor- -

tability, will be provided to you by July 31, 1981.

b Attach =ent to AECM-81/71 Page 1 of 1 STATUS REPORT f/4 ON PRD-80/10 I. Description of The Deficiency A 10CFR50.55(e) report was filed by the Arizona Public Service

, Company for its Palo Verde Nuclear Generating Station concerning apparent deficiencies in 600 V cable supplied by Rockbestos.

, Mississippi Power & Light notified the NRC in Washington on 3/21/80 of Potentially Reportable Deficiency (PRD) 80/10 con-cerning Rockbestos cable delivered to Grand Gulf Nuclear Station (GGNS). Our initial report to the NRC indicated that cable splices were central to the GCNS deficiency, as was the case at Palo Verde. However, the cable delivered to GGNS did not centain splices. Therefore, the PRD was revised to pertain only to cable insulation repairs that were not qualified to IEEE Standard 383. These insulation repairs are described by Rockbestos as factory insulation patches. It has further been determined that the Kerite Company also supplied similar cable

, to GGNS that also has factory insulation repairs.

II. Resolution of the Deficiencv The involved cable suppliers have undertaken qualification tests '

to demonstrate the acceptability of the insulation repairs made on chis cable at the factory.

III. Status l The qualification tests have been completed on naterials used in cables of the type that are now being shipped by Rockbestos to GGNS. Tests results have been reviewed by our Architect / Engineer and the cable is considered qualified. Tow'ever, testing on cables representative of the kind that had previously been shipped to GGNS by either Rockbestos or Kerite has not yet been completed.

IV. Reasons for Delaying Final Report Qualification testing to IEEE 383 for the Rockbestos cables

! shipped to GGNS prior to February, 1980, has not yet been com-

! pleted. Qualification testing to IEEE 383 for the Kerite cables has not yet been completed. -

V. Projected Final Response Submittal Date .

We expect to determine reportability under 10CFR50.55(e) and 10CFR21 and submit a final report by July 31, 1981.
