References:

1) AECM-80/81, 4/18/80
2) AECM-80/221, 9/16/80 On March 21, 1980, Mississippi Power & Light Conpany notified Mr.

M. Mendonca of the NRC in Washington of a Potentially Reportable Defi-ciency (PRD) at the Grand Gulf Nuclear Station. The deficiency concerns unqualified cable insulation repairs in 680 V cable supplied by Rock-bestos.

Weare continuing to investigate the safety implications of this deficiency. As previously reported, our investigation pertains only to the cable insulation repairs that were not qualified in accordance with IEEE Standard 383, and not to cable splices as stated in our initial report.

Qualification tests for materials used in insulation repair are par-tially complete. A status report is attached. Our final report on this matter, which will include a determination of reportability, will be pro-

i, STATUS REPORT #3 ON PRD-80/10 I. Description of the Deficiency i

A 10CFR50.55(e) report was filed by the Arizona Public Service Company for its Palo Verde Nuclear Generating Station concerning

< apparent deficiencies in 600 V cable supplied by Rockbestos. Mis-I sissippi Power & Light notified the NRC in Washington on 3/21/80

of Potentially Reportable Deficiency (PRD) 80/10 concerning Rock-bestos cable delivered to Grand Gulf Nuclear Station (GGNS). Our initial report to the NRC indicated that cable splices were central to the GGNS deficiency, as was the case at Palo Verde. However, the cable delivered to GGNS did not contain splices. Therefore, the PRD was revised to pertain only to cable insalation repairs that were not qualified to IEEE Standard 383. These insulation repairs are described by Rockbestos as factory insulation patches.

II. Resolution of the Deficiency The cable supplier, Rockbestos, has undertaken qualification tests i to demonstrate the acceptability of the insulation repairs made on this cable at the factory.

III. Status The' qualification. tests have been completed on materials used in

l. cables of the type that are now being shipped by Rockbestos to
GGNS. Tests results have been reviewed by our Architect / Engineer and the cable is considered qualified. However, testing on cables representative of the kind that had previously been shipped to CGNS has not yet been completed..

IV. Reasons for Delaying Final Report Qualification testing to IEEE 383 for the Rockbestos cables shipped l' to.GGNS prior to December, 1979, have not yet been completed..

V. ~ Projected Final Response Submitte.1 Rockbestos expects to make a 10CFR21 reportability determination after completion of the qualification tests. At that time we also expect to determine reportability under 10CFR50.55(e) and submit a final report by February 24, 1981.
