delta-delta system.This configuration results in negligible phase-to-ground fault currents on the 480 volt side.4.2 Fault currents will be calculated using the PSS/U program, version 3.1, from PTI.This program calculated fault currents (E/X), and uses that to calculate interrupting and momentary duties in activity BKDY.4.3 To make the results of the PTI activity BKDY consistent with ANSI C37.010, the cases and results must be manipulated as follows: 4.3.1 For calculating the true interrupting duties of 4160V breakers, the motor data dictionary file will be altered so that the sub-transient reactance (x"d)for the motors is multiplied by 1.5 (x"d is assumed equal to 0.2 p.u.).This reflects the multiplying factor required by the table in section 5.4.1, p.40, of ANSI C37.010-1979.

This configuration would.occur only during the monthly diesel generator testing, which lasts for 1-2 hours per month.Ne are presently investigating modifications to the monthly test procedure which will reduce the available fault current to a level below the breaker ratings.7.0 Results 7.1 7.2 7.3 The fault duties resulting from this modification do not cause the design limits of the circuit breakers for 11A, 11B, 12A, 12B, 12AX, 12AY, 12BZ, 12BY, 13, 14, 15, 16, 17, 18, and NCC 1C and 1D to be exceeded, except for the configuration as noted in 7.3 below.I A compari on of the fault currents available for the reconfigured offsite power system to the values calculated for the original configuration shows that t.here is no significant changes in fault'current.Therefore, no changes to the relaying coordination is required.As shown in section 6.6 above, the available fault current exceeds the 480 volt breaker duties for this D/G tes t conf iguration.

                                                      = 1248 maps This additional fault current of 1248 amps, when added to the fault current calculated above, does not cause the MCC breaker      ratings to be exceeded, and a 15% margin still  exists. The impact on the 480 and 4160 volt busses margins will be even smaller. Future revisions of the computer model will include these motors to add their contribution to this calculation.
6.3. 4      4160 Volt Duties with A-B Breaker Closed.
Case ESCM9C will be modified to close the A-B bus tie breaker, forming case ESCM9CAB.                The fault duty calculation will assume no motors, as the A-B tie is only closed during a shutdown condition.                 Without the corrections for motor contributions, the results of a single case can be used, for both interrupting and momentary duties.       Also, since buses llA, 11B, 12A, and 12B are all tied together, one fault simulation will cover all four buses.       (Results in attachment 3).

6.5         Maximum    available fault currents had been previously determined      in Ref. 3.8 for EWR 2929. These values wer'e calculated by hand, using standard, engineering methods as detailed in the analysis. This simplified method does not take in to account contributions of the motors in the station. The    fault currents are significantly above the ratings of the breakers. The high fault currents are caused. by this specific test configuration. where the offsite power          is parallelled with the diesel generators, as well as the parallelling of the two 4160/480 volt substation transformers. This configuration would. occur only during the monthly diesel generator testing, which lasts for 1 2 hours    per month.      Ne are presently investigating modifications to the monthly test procedure which will reduce the available fault current to a level below the breaker ratings.
7.0        Results 7.1      The fault duties resulting from this modification do not cause the design limits of the circuit breakers for 11A, 11B, 12A, 12B, 12AX, 12AY, 12BZ, 12BY, 13, 14, 15, 16, 17, 18, and NCC 1C and 1D to be exceeded, except for the configuration as noted in 7.3 below.
I 7.2        A  compari on of the      fault currents available for      the reconfigured offsite power system to the values calculated for the original configuration shows that t.here is no significant changes in fault 'current.
Therefore, no changes to the relaying coordination is required.
7.3        As shown in section 6.6 above,          the available fault current exceeds the 480 volt breaker duties for this D/G tes t conf iguration. Corrective actions are being evaluated to address this condition, and any resulting changes in configuration will be modelled and simulated to evaluate new fault current levels. It should be noted that this overduty condition is not a result of the modifications performed on the offsite power system for EWR  4525.

l 1,0 Ob'ective The primary objective of this analysis is to verify that the reconfiguration of the offsite power system is capable of withstanding worst case faults without exceeding the allowable fault duties of the breakers per Design Criteria. Not included in the scope of this analysis is the determination of short circuit duties for two configurations: when transformer 511 (UAT) is the supply for the auxiliary system, and when the emergency diesels are the sole supply to the 480 volt busses.

These two configurations are not effected by the changes to the offsite power system made during EWR 4525.

1.2 A detailed description of the scope for the proposed Offsite Power Reconfiguration Modifications can be found in the Design Criteria (Ref. 2.1).

II 1.3 The fault currents will be calculated, using the PSS/U (Version 3.1) computer program with the Ginna Station distribution system modeled. The program uses standard fault current solution techniques as described in the user's manual, Reference 3.6, and has been verified as a valid modeling tool in Design Analysis 4525-3, Ref. 3.2.

1.4 The fault currents calculated by the program are for system conditions specified, by the user for each of the 4160 volt and 480 volt buses. The resultant fault currents output by the program will be analyzed to ensure that they do not exceed the momentary and interrupting duties of the circuit breakers.

1.5 The fault currents calculated by the PSS/U for the offsite power reconfiguration will be compared to values previously calculated for the existing system to show that the new configuration does not significantly change available fault currents.

4.1 Since the 4 kv electrical, distribution system is resistively grounded, the worst case fault current will be the three-phase bolted fault. Transformers 12A and 12B have 4 ohm neutral grounding resistors which limit the phase-to ground. fault currents to less than 600 amps, as shown on Ref. 3.5 Drawing 33013-1724. The 480 volt system at Ginna is an delta-delta system. This configuration results in ungrounded.

4.2 Fault currents will be calculated using the PSS/U version 3.1, from PTI. This program calculated fault program, currents (E/X), and uses that to calculate interrupting and momentary duties in activity BKDY.

4.3 To make the results of the PTI activity BKDY consistent with ANSI C37.010, the cases and results must be manipulated as follows:

4.3.1 For calculating the true interrupting duties of 4160V breakers, the motor data dictionary file will be altered so that the sub-transient reactance (x"d) for the motors is multiplied by 1.5 (x"d is assumed equal to 0.2 p.u.).

This reflects the multiplying factor required by the table in section 5.4.1, p. 40, of ANSI C37.010-1979. PTI personnel confirmed that this method is appropriate. In addition, another multiplying factor is applied to E/X for derating depending on the X/R ratio of the system as seen at the fault location. For the breakers rated on a Symmetrical Current Basis, this multiplier is calculated by the PSS/U program. Nultiplying factor F2 will be used to reflect remoteness from a generator. 4160 Volt breakers rated on a Total Current Basis have a different X/R multiplying factor. The PSS/U program does not calculate this, so the multiplying factor will be taken from the X/R curve in ANSI C37. 5 Ref . 3. 15 Figure 3.

This factor will then be multiplied by the E/X short circuit current calculated by PSS/U. (Sections 6.1.1 and 6.1.2 define which breakers are rated "Symmetrical" and which are rated "Total" ).

6 1s1 The Westinghouse type 50DH350 breakers at 4160 v busses 11A, 11B, 12A, and 12B are rated on a "Total Current Basis" (ref. 3.14) and. have the following short circuit ratings. The Interrupting Rating is per ref. 3.4. The Momentary Rating for Total Rated breakers is 1.6 times the Max. Interrupting Rating. This is confirmed by Ref.

3.17 which lists the Preferred Rating for this type breaker.

Interrupting Rating at 4.16kv = 48,000 amps RMS Maximum Interrupting Rating = 50,000 amps RMS Momentary Rating = 80,000 amps RMS 6s1s2 The Powell type SPV350-2 breakers (12AX,12AY, 12BX, AND 12BY) are rated on a "Symmetrical Current Basis" (Ref.

3.13) and havo the following short circuit ratings (see Ref. 3.9 and 3.10 for the detailed explanation of ratings).

Interrupting Rating at 4.76kv = 41,000 amps RMS Interrupting Rating at 4.16kv = 46,900 amps RMS Close & Latch Rating = 78,000 amps RMS 6.1.3 480 Volt breakers off of busses 13, 14, 15, 16, 17, and, 18 and HCCs 1C and 1D have fault current capabilities based on Ref. 3.3 and Ref. 3.14 . interrupting duties and momentary duties. For 480 volt buses, one run to determine the symmetrical duty and the X/R ratio will be made for each bus.

6.3.1 4160 volt Interrupting Duties:

Using case ESCM9CI which utilizes the modified motor dictionary data that substitutes 1.5 x"d for x"d,'160 volt interrupting duties are calculated by PSS/U.

Breakers from busses 11A, 11B, 12A, 12B to the SSTs and motors are the Total rated breakers. The Total Interrupting duty is determined by multiplying the short circuit current E/X by the X/R derating factor taken from ANSI C37.5 as explained in 4.3.1. These breakers will be evaluated by simulating faults at the busses 11A, 11B, 12A, 12B. See Attachment 2 for PSS/U results and application of the X/R derating.

'The symmetrical interrupting duties of the breakers at 12AX, 12AY, 12BX, and 12BY can be determined from the PSS/U calculations at buses 12A and 12B. The results show the contributions through the X- or Y- winding breakers. Since we have shown that transformer 12B have the worst fault currents, the 12BX and, 12BY results will will be used to evaluate 12AX and 12AY. Refer to the Attachment 2 column titled Interrupting Duty, F2*E/X for these symmetrically rated breakers.

All ratings shown are described in section 6.1.1 and 6.1.2.

Using case ESCM9C, 4160 volt momentary duties are calculated using the results of PSS/U. The PSS/U case results are in Attachment 3. Per section 4. 3. 2, the momentary duty is calculated by multiplying the 'ctual Design Analysis Revision 1 Page 7 EWR 4525 Date 7/27/90

= 1248 maps This additional fault current of 1248 amps, when added to the fault current calculated above, does not cause the MCC breaker ratings to be exceeded, and a 15% margin still exists. The impact on the 480 and 4160 volt busses margins will be even smaller. Future revisions of the computer model will include these motors to add their contribution to this calculation.

6.3. 4 4160 Volt Duties with A-B Breaker Closed.

Case ESCM9C will be modified to close the A-B bus tie breaker, forming case ESCM9CAB. The fault duty calculation will assume no motors, as the A-B tie is only closed during a shutdown condition. Without the corrections for motor contributions, the results of a single case can be used, for both interrupting and momentary duties. Also, since buses llA, 11B, 12A, and 12B are all tied together, one fault simulation will cover all four buses. (Results in attachment 3).

6.5 Maximum available fault currents had been previously determined in Ref. 3.8 for EWR 2929. These values wer'e calculated by hand, using standard, engineering methods as detailed in the analysis. This simplified method does not take in to account contributions of the motors in the station. The PSS/U program has an option (NM) to do the equivalent calculation, solving for fault currents with no motors. The fault currents are significantly above the ratings of the breakers. The high fault currents are caused. by this specific test configuration. where the offsite power is parallelled with the diesel generators, as well as the parallelling of the two 4160/480 volt substation transformers. This configuration would. occur only during the monthly diesel generator testing, which lasts for 1 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> per month. Ne are presently investigating modifications to the monthly test procedure which will reduce the available fault current to a level below the breaker ratings.

7.0 Results 7.1 The fault duties resulting from this modification do not cause the design limits of the circuit breakers for 11A, 11B, 12A, 12B, 12AX, 12AY, 12BZ, 12BY, 13, 14, 15, 16, 17, 18, and NCC 1C and 1D to be exceeded, except for the configuration as noted in 7.3 below.

I 7.2 A compari on of the fault currents available for the reconfigured offsite power system to the values calculated for the original configuration shows that t.here is no significant changes in fault 'current.

Therefore, no changes to the relaying coordination is required.

7.3 As shown in section 6.6 above, the available fault current exceeds the 480 volt breaker duties for this D/G tes t conf iguration. Corrective actions are being evaluated to address this condition, and any resulting changes in configuration will be modelled and simulated to evaluate new fault current levels. It should be noted that this overduty condition is not a result of the modifications performed on the offsite power system for EWR 4525.
