NRC INSPECTION REPORT 050-00016/12-008(DNMS) ENRICO FERMI UNIT 1
Dear Mr. Plona:
On February 22, 2012, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at the Enrico Fermi Unit 1 facility. The purpose of the inspection was to determine whether decommissioning activities were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection on February 22, 2012, the NRC inspector discussed the findings with members of your staff.
The inspection consisted of an examination of activities at the facility as they relate to safety and compliance with the Commission's rules and regulations. Areas examined during the inspection included facility management and control and radiological safety. Within these areas, the inspection consisted of a selective examination of procedures and representative records, field observations of activities in progress, and interviews with personnel.
Based on the results of this inspection, the NRC did not identify any violations.
In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRC's

McCraw, Acting Chief Materials Control, ISFSI, and Decommissioning Branch Division of Nuclear Materials Safety 2 EXECUTIVE SUMMARY Enrico Fermi Unit 1 NRC Inspection Report 050-00016/12-08(DNMS) This routine decommissioning inspection included reviews of facility management and control, and radiological safety.
Facility Management and Control The inspector concluded that the licensee was ready to return the facility to a passive monitoring Safe Storage (SAFSTOR) status from the active final decontamination phase of SAFSTOR. (Section 1.1)
Radiological Safety
The inspector determined that the licensee had complied with U.S. Nuclear Regulatory Commission (NRC) and the U.S. Department of Transportation (DOT) regulations for shipments of radioactive waste. (Section 2.1)
The inspector verified that the licensee maintained effluent releases below the Title 10 of the Code of Federal Regulations (CFR) Part 20 release limits.

3 Report Details Summary of Plant Activities During the inspection period, the licensee was preparing for returning to passive monitoring SAFSTOR status from the active final decontamination phase of SAFSTOR.
1.0 Facility Management and Control 1.1 Decommissioning Performance and Status Review at Permanently Shut Down Reactors a. Inspection Scope
- Inspection Procedure ((IP) 71801)
The inspector toured the plant to assess the readiness for returning to passive monitoring SAFSTOR status in accordance with licensee's 10 CFR 50.82 notification letter, NRC-11-0040 dated August 16, 2011. This document is publicly available in the NRC's Agencywide Documents Access and Management System (ADAMS) under accession number ML112290006.
b. Observations and Findings The major decommissioning activities had completed in accordance with the licensee's 10 CFR 50.82 notification letter, NRC-11-0040. Remaining major contaminated components during passive monitoring SAFSTOR are the reactor rotating plug, the overflow tank, the auxiliary fuel storage facility, the embedded piping, the buried piping, and the bottoms of the three primary sodium storage tanks. All radiological areas were adequately marked and posted.
c. Conclusions The inspector concluded that the licensee was ready to return the facility to a passive monitoring SAFSTOR status from the active final decontamination phase.
2.0 Radiological Safety 2.1 Transportation of Radioactive Materials (IP 86750) a. Inspection Scope The inspector reviewed radioactive waste shipping documents for selected shipments and conducted interviews of the responsible individual to ensure compliance with NRC and DOT regulations.
b. Observations and Findings A DOT inspector identified that information was missing on the electronic shipping documentation that the Canadian National, or CN Railroad was using for a Fermi 1 radioactive waste shipment E F1-11-021. The missing information included, in part, the physical form of the waste and the total activity of the package being shipped. The 4 railroad was holding the shipment pending correction of the shipping documentation in their system.
Review of the actual shipping paperwork showed that the correct and complete information was included in the package used for shipping from the licensee and was provided to the railroad logistical contractor. The error was introduced off-site when the information wa s entered into the carrier's electronic system. The licensee had completed the review of the revision to the electronic shipping documentation and provided the corrective actions to ensure the information from the licensee's shipping package will be correctly input into the carrier's electronic system for the future shipments.
c. Conclusions The inspector determined that the licensee had complied with NRC and D OT regulations for shipments of radioactive waste.
2.2 Effluent and Environmental Monitoring (IP 84750) a. Inspection Scope
The inspector reviewed the analytical data of gaseous effluent releases for particulates and tritium during the 4 th quarter of 2011 to verify that the licensee met 10 CFR Part 20 effluent release limits. b. Observations and Findings The licensee evaporated the liquid waste to reduce the volume of the waste for the disposal.
Air sampling at the effluence release points did not indicate any positive results from particulates. The tritium concentrations were just above the detection limit , which is well below the regulatory limit.
c. Conclusion The inspector verified that the licensee maintained all effluent releases below the 10 CFR Part 20 effluent release limits.
3.0 Exit Meeting The inspector presented the inspection results to members of the licensee's staff at the conclusion of the inspection on February 22, 2012.
The licensee did not identify any of the documents or processes reviewed by the inspector as proprietary.
