Dear Mr. Ridenoure:

By letter dated June 27, 2008 to the U.S. Nuclear Regulatory Commission (NRC) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML081830421), as supplemented by letter dated August 13, 2008 (ADAMS Accession No. ML082280080);

Southern California Edison (SCE, the licensee) requested amendments to the San Onofre Nuclear Generating Station, Units 2 and 3, Facility Operating Licenses and Technical Specifications (TS) 3.4.17, "Steam Generator Tube Integrity," 5.5.2.11, "Steam Generator Program," 5.5.2.15, "Containment Leakage Rate Testing Program," and 5.7.2.c, "Special Reports," and is in support of the replacement of the steam generators.

The NRC staff has reviewed your submittal and determined that additional information is needed to complete the review. We discussed this need on December 2, 2008, with Ms. Conklin of your staff and Ms. Conklin agreed to provide a response within 60 days from the receipt of this letter. The NRC staff considers that timely responses to requests for additional information help ensure sufficient time is available for staff review and contribute toward the NRC's goal of efficient and effective use of staff resources.

The proposed changes revise TS 3.4.17, "Steam Generator Tube Integrity," TS 5.5.2.11, "Steam Generator Program," TS 5.5.2.15, "Containment Leakage Rate Testing Program," and TS 5.7.2.c, "Special Reports," and are in support of the replacement of the steam generators at SONGS 2 and 3. In order for the staff to review the steam generator (SG) portion of the submittal, the following additional information is requested. In the letter dated August 13, 2008, SCE indicated that the 35 percent depth-based tube repair criterion remains appropriate for the replacement SGs. Please confirm that the determination of the tube repair criteria was performed in accordance with Regulatory Guide 1.121, "Bases for Plugging Degraded PWR Steam Generator Tubes." In addition, please provide the tube size (diameter and wall thickness) and the design differential pressure across the tubes during normal operation.
