SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION-REQUEST FOR ADDITIONAL INFORMATION REGARDING THE 10 CFR 50.54(p) CHANGES TO THE SECURITY PLANS (TAC NOS. MF5407 AND MF5408)
Dear Mr. Palmisano:
By letter dated November 20, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14329A059), Southern California Edison (SCE) submitted Revision 13 of its Physical Security Plan and Revision 7 of its Safeguards Contingency Plan under the provisions of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(p) for the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3, and the Independent Spent Fuel Storage Installation {ISFSI). The 10 CFR 50.54(p) revisions were submitted by SCE to document a sufficient level of detail of the physical protection program, as implemented at the site, to be consistent with Nuclear Energy Institute (NEI) 11-08, Revision 0, "Guidance on Submitting Security Plan Changes," dated June 2012 (ADAMS Accession No. ML12159A388).
On February 5, 2015 (Safeguards Information Local Area Network and Electronic Safe Accession No. NS112505), the U.S. Nuclear Regulatory Commission (NRC) issued a draft request for additional information (RAI), designated as "Safeguards Information," protected and transmitted in accordance with the requirements of 10 CFR 73.21, "Protection of Safeguards Information: Performance Requirements," and withheld from public disclosure. The draft RAI was issued to ensure that the NRC staff questions were understandable, the regulatory basis for the questions was clear, and to determine if the information had been previously docketed.
On February 24 and 25, 2015, the NRC staff performed a site visit at SONGS. During the site visit, the NRC staff assessed the implementation of the current security protective strategy as detailed in the 10 CFR 50.54(p) revisions. In addition, the staff provided clarification of the draft RAls that had been issued on February 5, 2015. The staff has determined that additional information referenced or presented during the SONGS site visit is needed to complete its 10 CFR 50.54(p) review for safeguards effectiveness.
In response to this request, and as clarified during the site visit exit meeting, SCE is requested to provide detail consistent with that provided in the recent protective strategy briefings and walkdowns presented to the site team. SCE did not request any modifications to the RAI as a result of the NRC staff's site visit; therefore, the February 5, 2015, RAI is considered final. A response to this RAI is requested to be provided by May 1, 2015.
