Dear Sir or Madam:

By letter dated June 27, 2008, (Referenced) Southern California Edison (SCE) submitted a License Amendment Request (LAR) for San Onofre Nuclear Generating Station (SONGS) Units 2 and 3 (operating licenses NPF-10 and NPF-15). The referenced letter was submitted pursuant to 10CFR50.90 to request revisions to Technical Specifications (TSs) 3.4.17, "Steam Generator (SG) Tube Integrity," 5.5.2.11, "Steam Generator (SG) Program," 5.5.2.15, "Containment Leakage Rate Testing Program," and 5.7.2.c, "Special Reports."

The referenced letter consisted of Proposed Change Number 583 (PCN-583) in support of the replacement of the steam generators at SONGS Units 2 and 3. The proposed changes reflected revised SG inspection and repair criteria and revised peak containment post-accident pressure resulting from installation of the Replacement Steam Generators (RSGs).

When PCN-583 was originally submitted, the calculation supporting the proposed RSG tube plugging criterion of 35% was still preliminary. The calculation is now complete.

SCE can now confirm the proposed RSG tube plugging criterion is 35%. The calculation result is consistent with the conservative selection of inputs and performance of the calculation. The calculation result will appropriately support tube integrity.

Document Control Desk August 13, 2008 The No Significant Hazards Consideration provided in PCN-583 identified the proposed RSG tube plugging criterion of 35% as preliminary. With the exception of the fact that the RSG tube plugging criterion is final, there is no change to the No Significant Hazards Consideration contained in PCN-583. SCE has reviewed the No Significant Hazards Consideration from PCN-583 and determined that the conclusions remain valid.

There are no new commitments contained in this letter.
