SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3, AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION-REQUEST FOR ADDITIONAL INFORMATION RE: LICENSE AMENDMENT REQUEST FOR EMERGENCY ACTION LEVEL SCHEME CHANGE (TAG NOS. MF3838, MF3839, AND MF3840)
Dear Mr. Palmisano:
By letter dated March 31, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14092A249), Southern California Edison (SCE) submitted a license amendment request to revise the emergency action level (EAL) scheme for the San Onofre Nuclear Generating Station (SONGS), Unit 1, 2, and 3, and independent spent fuel storage installation. SCE requests review and approval of a revision to the EAL scheme to support the permanently defueled condition of SONGS, as stated in the letters dated June 22, 2013, and July 22, 2013 (ADAMS Accession Nos. ML13183A391 and ML13204A370, respectively).
In order to complete its review, the U.S. Nuclear Regulatory Commission staff requests additional information as specified in the Enclosure. The requested information was discussed with your staff during a telephone conversation on August 26, 2014. During the call, SCE stated that it would respond to this request for additional information by September 26, 2014.

AND 72-041 By letter dated March 31, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14092A249), Southern California Edison (SCE) requested a license amendment (LAR) to revise the emergency action level (EAL) scheme for the San Onofre Nuclear Generating Station (SONGS), Units 1, 2, and 3, and independent spent fuel storage installation (ISFSI). SCE requests review and approval of a revision to the EAL scheme to support the permanently defueled condition of SONGS as stated in the letters dated June 22, 2013, and July 22, 2013 (ADAMS Accession Nos. ML13183A391 and ML13204A370, respectively).
The U.S. Nuclear Regulatory Commission (NRC) staff conducted an initial technical review of this LAR using the guidance contained in the Revision 6 to Nuclear Energy Institute (NEI) 99-01, "Methodology for Development of Emergency Action Levels" (ADAMS Package Accession No. ML13091A209), that is applicable for the permanently defueled condition. Based on this review of the submittal, the following requests for additional information (RAis) are necessary to facilitate the staff's further technical review of Enclosure 2, "Emergency Action Level Technical Bases Manual (Volume 2, PDEP-2)," to the proposed SONGS Permanently Defueled Emergency Plan and for an ISFSI.
SONGS/EAL-RAI-01 Please annotate in Section 1, "Purpose," that this document will be maintained in accordance with 10 CFR 50.54(q).
SONGS/EAL-RAI-02 Please explain why the definitions for the following terms are not included, as stated in the endorsed guidance, or revise accordingly:
Explosion, Fire, and Visible Damage.
Enclosure SONGS/EAL-RAI-03 Under Initiating Condition PD-AU1, please explain how EAL #2 is declared in a timely fashion and whether the capability to perform this evaluation is maintained on-site 24-hours per day, 7 days per week (24/7).
SONGS/EAL-RAI-04 Under Initiating Condition PD-AU2, please clarify whether there are any remote reading alarms associated with the decrease in spent fuel pool water level, and if not, what means will be in place to ensure timely classification, if warranted.
SONGS/EAL-RAI-05 Under Initiating Condition PD-SU1, please clarify whether there are any remote reading alarms associated with the increase in spent fuel pool water temperature, and if not, what means will be in place to ensure timely classification, if warranted.
