Our technical s taff reviewed p erformance indicato rs (PIs) for the most rece nt quarter and i nspect ion re sults over the pre viou s twe lve months. The pu rpose of this letter is to inform you o f our ass essmen t of yo ur safety performa nce du ring th is pe riod a nd our plan s for futur e inspect ions at your facilit y.This performance rev iew and enclosed i nspection pl an do not i nclude phy sical protec tion information. A separat e letter designated and mar ked as "Exempt from Public Disclosure in accordance w ith 10 CFR 2.390" wi ll incl ude the phy sical protec tion revi ew and re sultant inspe ction plan. Plant performance for the most recent quarter at Beaver Va lley U nits 1 and 2 was w ithin the Licensee R esponse col umn of the NRC' s Action M atrix, based on all i nspection findi ngs being class ified as hav ing v ery l ow sa fety si gnifica nce (Gre en) an d all PIs i ndica ting pe rformance at a level re quiring no addi tional NR C oversight (Gree n). Therefore, we p lan to condu ct the standa rd reac tor ov ersight proce ss (ROP) base line insp ectio ns at y our faci lity. In ad ditio n to the ba seli ne in specti on pro cedure s, ins pecti ons re lated to the Exte nded P ower Uprate for Uni ts 1 and 2 and inspection s related to th e Unit 2 C ontainment Sump Modificati ons wil l be performed.

The enclosed inspection plan detai ls the insp ections, les s those relate d to physi cal protectio n, scheduled th rough March 3 1, 2008. The i nspection pl an is prov ided to al low for the re solution of any schedu ling conflicts and personnel availa bility issues w ell in a dvance of in spector arriv al onsit e. Rou tine r eside nt ins pecti ons ar e not l isted due to their ongoi ng and conti nuous nature. The inspection s in the l ast nine months of the inspecti on plan are tentative and may be revised at th e end-of-cycle revie w.In accordance w ith 10 CFR 2.390 of the NR C's "Rules and Practice s," a copy o f this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or fr om the Publicly Available Records (PARS) component of NRC's J.
