River Bend Station - Unit 1 Docket No. 50-458 -

Please find enclosed Gulf States Utilities Company's Pump Relief Requests (PRR) numbers 14 and 15 and a revision to cold shutdown justification (VRR) number 40 as pan of the River Bend Station (RBS) Pump and Valve Inservice Testing Progam Plan, revision 6. Also, VRR number 65 has been deleted. Because of

  • the importance of these items, GSU mquests the Nuclear Regulatory Commission  ;

(NRC) staff's review and approval of PRR-14 and 15 by November 1,1993.

This will eliminate the need to take the line fill pumps out of service for testing during the next 92 day period. VRR-40 is provided to the NRC for information and use.

PR.R-14 allows the taking of operational and vibration data for line fill pumps in lieu of recording specific inservice testing pump operability parameters. PRR-15 -

(Interim) is for the diesel fuel oil transfer pumps to allow the use of a level instrument and time period to calculate the flow rate. Interim relief for this is required until a Code Case is myiewed and approved. VRR-40 is being revised to show the correct current commitment for main steam isolation valve cold shutdown testing.

I PUMP REQUEST FOR RELIEF NO. 14 l 1

SYSTEM: Line Fill Pumps (RHR, LPCS, HPCS, and RCIC)

I COMPONENT: 1E12*PC003, 1E21*PC002, 1E22*PC003, & 1E51*PC003 CLASS: 2 FUNCTION: Line Fill Pumps maintain the discharge piping of the ECCS and RCIC systems full to expedite flow during initiation and minimize the likelihood of system damage due to water hammer. These pumps operate continuously during normal plant operation to keep the main piping system full of water.

TEST REOUIREL4ENT: IWP-3100-1; Measure inlet pressure, differential i pressure, flowrate, vibration amplitude, and proper lubricant.

BASIS FOR RELIEF: The Line Fill Pumps' function is to keep the main 1 ECCS and RCIC pump discharge piping full of water.

These line fill pumps operate continuously whenever its respective main pump and system is in an  ;

operable condition; therefore, testing for operational readiness of these pumps is not required. Adequate verification of their intended function is provided by the Control Room Switch >

Panels with annunciator signals and panel lights if the pressure were to drop to a preset value. In addition, RBS Technical specifications requires a verification every 31 days that the main ECCS and RCIC pump discharge piping is filled with water by  ;

venting the piping at the high point vents. ,

I ALTERNATE  ;

TESTING: Since the pumps are continuously running while the i systems are operable, no additional quarterly testing will be performed. The pumps performance ,

will be monitored on a quarterly frequency by l obtaining operating performance parameters (i.e.

suction pressure, flowrate, oil levels, and visual inspection for leaks), vibration monitoring, and recorded in the record of tests. These parameters will have acceptance, alert, and required ranges to establish proper trending for component degradation.

. l INTERIM NO. I-02 PUMP REOUEST FOR RELIEF NO. 15 i

i SYSTEM: Diesel Generator - Fuel Oil COMPONENT: 1EGF*P1A, B, &C CLASS: 3 FUNCTION: To transfer fuel oil from fuel oil storage tank to the emergency diesel generator fuel oil day tank.

TEST REOUIREMENT: IWP-4600 flow rate shall be measured using a rate or quantity meter installed in the pump test circuit. The meter may be in any class that provides en overall readout repeatability within the accuracy limits of Table IWP-4110-1. Where the i

meter does not indicate the flow rate directly, the record shall include the method used to reduce the data.

BASIS FOR RELIEF: The purpose of the Emergency Diesel Generator Fuel Oil Transfer Pump is to pump fuel from the storage ,

tank to the Emergency Diesel Generator Fuel Oil day tank. There are no flow instruments installed in the fuel oil system. The inservice test requirement is to obtain a flow rate which is achieved by a measurement of level of the storage tank and a volume change versus time to indicate a flow rate.

i ALTERNATE TESTING: To obtain the required flow rate, the use of level instrumentation over a specific time period will be used to calculate the flow rate. This calculation will be documented in the record of test on a '

quarterly basis. The level instrument will meet the accuracy and range specified in IWP-4100.

COLD SHUTDOWN JUSTIFICATION REOUEST NO. 40 i

1 COMPONENT FUNCTION CLASS CATEGORY 1B21*AOVF022A,B,C,D Main steam line 1 A  ;

1B21*AOVF028A,B,C,D containment isolation valves (MSIV's)

TEST REOUIREMENT: Per IWV-3411, Category A and B valves shall be exercised at least once every three months.

BASIS FOR  ;

RELIEF: The valves are partial stroke exercised during 1 operation every 92 days. A full stroke time test '

on each MSIV is required only at least once per 18 months by the RBS Technical Specifications 4.4.7. -

i Undesirable pressure transients are created in the RPV which challenge the Reactor Protection System and activate High Neutron Alarms during fast closure of the MSIVs. Also, the limits placed upon the associated main steam high flow trip set point will not allow fast closure of even one of these valves at full power without initiating a scram..

ALTERNATE TESTING: A partial stroke exercise test for each valve to be performed monthly, a full slow closure exercise test per individual valve at decreased power levels to be performed quarterly, and a fast full closure stroke and exercise test to be performed during cold shutdowns. The MSIV testing frequency for fast full stroke testing during cold shutdown is as follows:

- For intervals of 3 months of longer -

exercise during each shutdown.  ;

- For intervals of less than 3 months - full stroke '

exercise is not required unless 3 months have passed since the last shutdown exercise.
