The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV staff on this date.

UNPLANNED REACTOR SHUTDOWN DUE TO INOPERABLE CONTROL R0D

'This is an update of the preliminary notification issued on August 18, 1989.

After attempts to withdraw and insert the control rod pair from Region 19, the control rod motor stopped drawing current which indicated an apparent open conductor or thermal overload. The rod pair is at 69 inches withdrawn. The licensee has made no further attempt to withdraw the rod pair.

Present licensee plans are to cool down to the refueling mode and withdraw the control rod pair using the Luilding crane. Since the rod pair are extended approximately 120 inches, they cannot be withdrawn into the shielded transfer cask. The control rod pair would be hoisted out of the reactor vessel, moved across the operating deck, and deposited into the shielded hot cell fa.ility.

The licensee's plan is being reviewed by Region IV and NRR. The licensee is providing a copy of the safety analysis and ALARA plan to the staff. The attempt to remove the control rod pair is planned to occur no earlier than 9 p.m. MDT tonight.

Additional Region IV coverage, including an HP, are being sent to assist the resident inspectors in observing the licensee's actions.
