PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-11 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility: Public Service Company of Colorado Ft. St. Vrain Nuclear Power Plant Platteville, Colorado

Subject:

RELEASE OF RADI0 ACTIVE GASEOUS MATERIAL Public Serivce Company of Colorado has reported to the Nuclear Regulatory Commission that at about 9:30 a.m. (MST) today there was a release of gaseous radioactive material offsite from the Ft. St. Vrain Nuclear Power Plant near Platteville, Colorado. The cause of the release is reported to be a failure of a buffer seal in the helium circulation system. This resulted in the loss of some of the helium coolant. The extent of the release of radioactive meterial still is being evaluated.

The release was terminated at 11:30 a.m. (MST).

The plant is shutdown

The site has been closed, and is fully manned.

The level of radiation exposures gj offsite have not yet been determined.

Preliminary surveys by the licensee 4
