PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-11A hh This ' preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

RELEASE OF RADI0 ACTIVE GASE0US MATERIAL - FT. ST. VRAIN The following information is provided to update yesterday's Preliminary Notification and is current as of 10:00 a.m. this morning.
Region IV inspectors arrived at the site at approximately 6:00 p.m. (MST)
January 23, 1978. The NRC inspectors verified that the total radioactivity release to the environs was approximately 4 curies, primarily consisting of noble gases (Krypton and Xenon).
I Surveys by the licensee and State of Colorado for airborne radioactive l
material, contamination, and direct radia, tion at various distances up to three miles from the site revealed no radioactivity levels above normal i
background off site.

Approximately 15 plant workers were slightly contaminated.
The contamina-

{ g, tion was easily removed. Maximum radiation dose received by plant personnel
{j was approximately 10 mrem.
As a confirmatory measure, the licensee
! j intends to perform whole body counts on four individuals.

The plant remains in a normal shutdown condition. All sy:tems are functioning 4
normally.
The licensee and NRC are co'itinuing their evaluations of the releases n
and their investigation into the cause of the incident.
