PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-67 This preliminary notification constitutes EARLY notice 'of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

SUBJECT:
RESUMPTION OF REACTOR OPERATIONS - FORT ST. VRAIN I
The Public Service Company of Colorado has been authorized to operate the Fort St. Vrain Station at power levels up to 70% of design rating.
The facility had been limited to 2% of design rating (PNO-78-26) following the January 23, 1978 incident as required by a Region IV Immediate Action Letter, dated February 9,1978.
The licensee has satisfactorily completed all items requiring resolution and the corrective action has.been reviewed by NRR and has been confirmed by Region IV.
