SUBJECT:

' Breach of Security System l l

, At approximately 7:00 a.m. on April 19,1977, a Region IV Inspeccion and l Enforcement Inspector gained entry into the reactor building without a security challenge and contrary to the facility's existing security program.

Tha inspector passed through two security guard checkpoints unchallenged and arrived at the control room, at which point a reactor operations individual challenged the inspector for not displayin'g his security badge.

Subsequent contact with the Superintendent of Nuclear Production further confirmed that the inspector had gained entry without the security challenges as required by the existing approved security program. l l

l Initial notification of the event was received by the Regional Office at i 8:45 a.m. on April 19, 1977, and was finalized by telephone with the inspector at 9:00 a.m. on April 20,1977.
