$ Act: FIRE IN J4 SKY SWITCHYARD At 03:15 a.m. (EDT) on May 24, 1990, the licensee declared an Emergency Plan " Unusual Event" r after a 765KV switchyard breaker opened unexpectedly and the control room receiv6d a report of thealocal fire (Lake and explosion Township and in the switchy)ard.

Drldgman Emergency fire departments plan notifications responded to the sitc to standwerebycomplete if need:d. The site fire origade responded to the scene also, but firefighting was not imediately attempted on the advice Of the licensee's power distribbtion organization offsite.

The fire was identified to be burning oil from crosstie breaker "L", one of several crosstics between switchyard buses 1 and 2. Offsite power to both Units was being supplied from bus 1, and this was unaffected. The burning breaker which contains about 300 gallons OMI and is not equipped with deluge fire protection, wa,s deenergized from onsite c' tions at the outset of the event, but remained energized from an offsite connection f O me time. This also contributed to deferral of active firefighting.

Both units were base loaded (at 70% and 857 rated power for Units I and 2 respectively) at the onset and throughout the event. At 06:55 (EDT) Unit I reduced power to 62% to place the switchyard in a more stable condition. Offsite power to the Units as required by Technical Specificdions was not lost.

The licensee upgraded the event to an alert at 06:15 a.m.

The Sonior Resident inspe:: tor was dispatched to the site. The state of Michigan will be notified. Thrinformation ic this preliminary notification has been reviewee with licensee manag: ment. An electrical specialist from the Region and a backup NRR Project Manager are also enroute to the site.

The Region 111 Incident Response Center went to a state of heightened awareness at 06:00 a.m.
