This inspection included a review of the physical security program to include alarm stations I and communications, vital area control of personnel and vehicles, testing and maintenance l programs, and a determination whether the licensee's provisions for land vehicle control l measures were commensurate with regulatory requirements and licensee commitments. It l was an announced inspection conducted by a regional physical security specialist. The inspection was conducted March 24-28,199 e implementation of the security program in the areas reviewed was good. Members l of the security organization adequately performed the tasks required by station l implementing procedures and post orders. Maintenance support for the security  ;

system was good. Security staff communications significantly improved since the last inspection and was considered goo e The licensee identified a violation involving a failure to train ten supervisors in Continual Behavior Observation. Consequently, twelve corporate personnel who maintained active unescorted access to the Cook Plant were not included in a Continual Behavior Observation Program. (Section S1.1) l l

l e The security staff identified that two members of the security force were issued inert chemical spray canisters. (Section S2.1) This affected their ability to use non-lethal forc e The implemented land vehicle control program was consistent with the summary ,

description previously submitted to the NRC. Installed components of the vehicle barrier system (VBS) were identified in NUREG/CR-6190. Security surveillance and vehicle access control procedures were modified to include the VBS. Design and installation of the VBS was good. (Section S8.1)
