D. C. Cook Nuclear Plant, Units 1 and 2 1 NRC Inspection Report 50-315/99027(DRS); 50-316/99027(DRS)

This inspection reviewed plant support activities relating to the physical protection of the D. C. Cook facility. The inspector reviewed security activities related to the status of security equipment and facilities, knowledge and performance of the security force, security administrative responsibilities, follow-up of previous inspection findings, and review of three licensee reported security event .

Tha inspector identified a non-cited violation in that, for a period of approximately eleven months, three metal detectors were not fully capable of detecting a weapon. The detectors failed because they were improperly calibrated whcn installed. An inadequate i security testing procedure contributed to the deficient time period the detectors were l ineffective. Adequate corrective measures were implemented in a timely manne (Section S2.2) ,

The inspector identified a vulnerability regarding an active vehicle barrier. The barrier was maintained in an unsecured position, which increased it's susceptibility to compromise. When identified, the barrier was secured. Procedures were also established to strengthened surveillance activities for the barrier. (Section S2.3)

The licensee identified ceveral pene::ations in physica! security barriers that reduced the integrity of the barriers. The deficiencies resulted from inadequate original design and a lack of effective oversight activities. Adequate corrective actions were implemente t These findings are identified as a non-cited violation. (Section S8.1)  !
