SHUTDOWN TO REPAIR UNQUALIFIED ELECTRICAL SPLICES On D::cember 5,1986, the licensee notified Region III (Chicago) that it was shutting down Drcsden Unit 3 and Quad Cities Unit 1 because some electrical splices did not meet environmental qualification requirements. The AMP splices--supplied by General Electric Company--were retested December 4-5 as a result of concerns raised by the NRC staff in an carlier environmental qualifications inspection, and the splices failed to withstand the post-accident testing conditions. The licensee declared an Unusual Event under its emergency plan.

The licensee reported that each unit has 150 splices which must be repaired. The repair, which is expected to take 5 days, involves wrapping each splice with tape which meets the environmental qualification requirements.

Dresd:;n 2 and Quad Cities 2 are currently shut down for refueling. The splices in question were previously replaced in Dresden 2; the taping modification will be made on Quad Cities 2 during the current outage.

A special Region III inspection will review the splice problem and the licensee's corrective action. The Office of Nuclear Reactor Regulation has been informed, and the generic implications are being pursued. Region III has notified other similar facilities in Region III to infonn them of the splice problem.

The State of Illinois will be notified.
