' INTRUSION INTO PLANT'S PROTECTED AREA Shortly before 7:00 a.m. on February 7,1993, and during a shift change, an unauthorized vehicle was driven through the owner controlled area check point, over the access bridge, and onto the island on which the plant is located. The vehicle proceeded to crash through a closed vehicle gate (which forms a portion of the plant's protected ama boundary) and into a metal roll-up door on the north side of the Unit I turbine building. The licensee declared a Site Area Emergency at 7:05 a.m. and notified all-appropriate federal, state and local. authorities. The State Police and a U.S. Anny explosives ordinance team responded to the site, as well as an agent from the Harrisburg, Pennsylvania' FBI office.:

Observation of the interior of the vehicle, a 1984, Plymouth Station Wagon, was obscured somewhat by -

the metal building door, making it difficult to detennine if the driver (and possibly others) were still:

inside. It subsequently was established that the vehicle was empty except for a package in the rear. The packa~ ge later was determined to contain clothing, but, at first, was treated as a potential explosive.

Through a trace of the vehicle's registration, the driver of the vehicle was preliminarily identified as a fonner mental patient. This was later confinned.

The licensee implemented precautionary measures to secure the plant's vital areas and began a systematic

. search of the plant for unauthorized personnel and materials,- with the assistance of State Police

- personnel.

At about i1:00 a.m., the suspect was. apprehended in the turbine building, under the main condenser, J

~ When he was found, he appeared confused, dazed and disoriented. The results of his initial questioning indicated he had acted alone, did not possess any explosives or other hazardous materials, and did not damage or manipulate any plant equipment or controls. Scarches of the plant and its environs confirmed E his assertions.

The licensee terminated the Site Area Emergency at 4:35 p.m. No plant safety equipment was damaged during the event and the plant remained in operation at 100% power. No motive, other than the -

perpetrator's mental state, has been established for the intrusion. He is currently in the custody of the Pennsylvania State Police, under various state charges, including risking a catastrophe and trespassing.
