Three Mile Island, Unit 1 Notification of Unusual Event Docket Numbers 50-289 Alert Site Area Emergency General Emergency X Not Applicable

SUBJECT:

PLANT SHUTOOWN IN EXCESS OF 48 HOURS The licensee commenced a power decrease to hot shutdown condition at 7:00 p.m.,

February 16, 1988, because of a main turbine generator stator cooling flow problem.

Over the past week, the licensee noted indication of water flow clogging across the main generator in the stator cooling system. The installed resin system has been apparently ineffective in removing contaminants such as topper. There has been an apparent buildup of contaminates at the stator coolant flow passage entrances in the main generator stator. In conjunction with its vendor, General Electric, the licensee plans a chemical cleaning and backflush process of the system.

Safety-related work is also planned for the outage, such as "Furmaniting" secondary system steam leaks in the reactor building.

~

The shutdown proceeded without incident, twenty-four hour coverage of the shutdown was performed by the resident office at TMI-1.

The outage is expected to last 3-4 days. Criticality is predicted for r February 20, 1988.

This Preliminary Notification is issued for information only. Media interest is expected.

Region I received notification of this by telephone from the senior resident inspect at about 8:00 a.m. on February 17, 1988. The Commonwealth of Pennsylvania has been
