ALLEGATIONS OF SLEEPING ON SHIFT (UPDATE)

1 On July 10, 1987, NRC Region I dispatched a special inspection team to TMI-2 to  !

review licensee ef forts related to allegations that a shift supervisor had been sleepir;g on watch. The following information has been determined:

The first allegation of sleeping on watch by a specific shift supervisor was received by a licensee manager in December, 1986. Subsequently, four allegations concerning the same shif t supervisor were received by licensee management in April, June, and July, 1987. The NRC received the allegotion on July 9,1987. The allegations have not been conclusively proven to date.

A rnakeshift bed was found in the Turbine Building by a licensee manager on July /, 1987. At least 15 other makeshif t beds / reading / eating areas have been found on subsequent management tours.

Threo contract employees were terminated for sleeping on-site over the paat few months. Two other centract employees were terminated for sleeping on-site since March, 1936.

Twc nor.-licensed CPUN employees have been disciplined for sleeping on duty sim o April, 1985.

GPUN hn hired Mr. Edward Stier, a New Jersey Attorney, to investigate the sleeping allegations and TMI-2 managements' handling of their own internal review of this matter.

The shift supervisor in question has been removed from shift responsibili-tie' 99nding the outcome of the Stier investigation.

Random oft shift inspection at both TMI-1 and TMI-2 over the weekend identified no evidene of operators inattentive to their duties. A closed meeting with the licensee is scheduled today at 2:00 p.m. to further review this matter.
