Subject:

CARBON DIOXIDE GAS RELEASE INTO SEVERAL ROOMS At 11:10 a.m. August 30, 1990, the licensee declared an Alert following apparent release of carbon dioxide-(CO2) gas into several spaces. The CO2 was released from fire protection'systet. 02 tank. An isolation valve apparently leaked. When the oxygen concentration dropped below 16 percent in the west cable vault the licensee decl6 red an Alert. The licensee immediately dispatched their onsite fire brigade in self contained breathing apparatus to ensure no individual had been overcome by the CO2 release. All site personnel were accounted for and no individuals were found in the affected rooms.

The licensee fire brigade ventilated the rooms. After verifying the oxygen concentra-tions in the affected spaces had returned to normal, the licensee terminated the Alert at 1:11 p.m., 8/30/90.

Key fire systems remained available throughout the event.

Region I received initial notification of this occurrence by the senior resident inspector at 11:00 a.m. on 8/30/90. This information has been discussed with the-licensee and is current as of 1:11 p.m., 8/30/90.

Tl unit remained at 52% power throughout the event. The control room was unaffected.

The Commonwealth of Pennsylvania and the States of Ohio and West Virginia have been notified. The licensee issued a press release.
