Subject:

UNUSUAL EVENT DUE TO PRIMARY TO SECONDARY LEAK 3

Beaver Valley Unit 2 declared an Unusual Event at approximately 10:00 p.m. on June 21, 1989, due to plant shutdown necessitated by excessive RCS leakage into ,

the "C" steam generator. The preliminary leak rate was estimated at about 495 i gallons per day (GPD) (Technical Specification limit is 600 GPD) and the licensee  !

elected to shut down after sample results indicated the inventory loss was into the "C" steam generator. Followup tests after the unit was stabilized in hot shutdown (Mode 3) indicated a leak rate of about 177 GPD. The Unusual Event was terminated at 4:10 a.m.,

June 22, 1989.

1 The Senior Resident Inspector responded to the site to monitor licensee activities. j The licensee currently plans to continue plant cooldown in order to permit necessary repairs.

During the cooldown the unit experienced an AFW auto start (0045) and feedwater auto isolation (0645) due to low and high steam generator levels respectively. 'In both cases, the levels were reestablished and the ESF reset.

The Commonwealth of Pennsylvania has been notified.
