July 16, 1976 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT --
PNS-76-32 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:
BOMB THREAT The Shippingport Police received a telephone call advising that two bombs were in the conventional power plant; one bomb in the stack and one in the power house. The caller was asked which plant he was referring to since there are three power plants along the river. The caller is reported to have answered
" Atomic". The Midland Police Department, Midland, Pennsylvania were advfsed of the call, and they in turn advised the licensee between 8:00 a.m. and 8:30 a.m.
It is the opinion of the involved LLEA and the Duquesne Light Company that the power plant referred to is the Mansfield Plant, a fossil fuel plant, and there-fore the major search efforts are being conducted at the fiandfield Plant. ' How-g ever, as a precaution Beaver Valley, Unit I personnel are searching the cooling

towers at Beaver Valley, based on t,he interpretation of " stack" to be the

cooling towers, in the absence of any other similar structure. The security force
(
has been alerted and additional vigilance ordered by the licensee. The FBI will be notified by the licensee.
Media interest is expected because of the local law enforcement involvement in the bomb search and the news interest in the nuclear industry. A press release is not planned. The State of Pennsylvania has been and is being kept informed.
Region I, (Philadelphia) received notification of this occurrence by telephor.e from the lic~nsee at 10:10 a.m. July 16, 1976.
