PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNS-I-86-19 This preliminary notification contains information of nuclear power plant physical security, and/or public interest significance and has been confirmed by Region I personnel.

CHANGE IN SECURITY FORCE CONTRACTOR At 3:00 p.m. on October 16, 1986, the contractor providing security services for Beaver Valley Unit I was changed from Burns International Security Services to Security Bureau Incorporated (SBI). SBI was low bidder in a recent contract award process. SBI has no prsvious security experience at an operating nuclear power plant, but has extensive industrial security experience, including security responsibility for the Beaver Valley Unit 2 construction site.
Th3 licensee had advised NRC Region I of plans and preparations for the changeover during an October 14, 1986 meeting. About 50% of the Burns employees at Beaver Valley Unit I were inmediately offered jobs with SBI. The remainder of the new force is composed of SBI employees _ who were previously assigned to Beaver Valley Unit 2 and who had been trained by experienced Unit 1 security personnel in accordance with the NRC-approved Training and Qualification Plan for Unit 1.
A contingency security force composed of supervisors previously employed by Burns, who have all been retained by SBI, is providing on-the-job training for those security force members who had not been assigned to Unit 1 before. A i

performance of the security force during the transition period and to review training and background investigation records of all security force members new to Unit 1.

The licensee has not issued a press release, but is prepared to respond to media inquiries.
