PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNS-I-86-19 This preliminary notification contains information of nuclear power plant physical security, and/or public interest significance and has been confirmed by Region I personnel.

CHANGE IN SECURITY FORCE CONTRACTOR At 3:00 p.m. on October 16, 1986, the contractor providing security services for Beaver Valley Unit I was changed from Burns International Security Services to Security Bureau Incorporated (SBI). SBI was low bidder in a recent contract award process. SBI has no prsvious security experience at an operating nuclear power plant, but has extensive industrial security experience, including security responsibility for the Beaver Valley Unit 2 construction site.

Th3 licensee had advised NRC Region I of plans and preparations for the changeover during an October 14, 1986 meeting. About 50% of the Burns employees at Beaver Valley Unit I were inmediately offered jobs with SBI. The remainder of the new force is composed of SBI employees _ who were previously assigned to Beaver Valley Unit 2 and who had been trained by experienced Unit 1 security personnel in accordance with the NRC-approved Training and Qualification Plan for Unit 1. A contingency security force composed of supervisors previously employed by Burns, who have all been retained by SBI, is providing on-the-job training for those security force members who had not been assigned to Unit 1 before. A i Region I Security Specialist and the Resident Inspectors are onsite to monitor the i performance of the security force during the transition period and to review training and

background investigation records of all security force members new to Unit 1.
