CALLAWAY PLANT, UNIT NO. 1 - ACCEPTANCE OF REQUESTED LICENSING ACTIONS RE: LICENSE AMENDMENT FOR ADOPTION OF ALTERNATIVE SOURCE TERM AND REVISION OF TECHNICAL SPECIFICATIONS (EPID L-2021-LLA-0177)

Dear Mr. Diya:

By letter dated September 28, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21272A167), Union Electric Company, dba Ameren Missouri (the licensee) submitted a license amendment request for Callaway Plant, Unit No. 1 (Callaway).

Pursuant to Title 10 of Code of Federal Regulations (10 CFR) Section 50.90, Application for amendment of license, construction permit, or early site permit, and 10 CFR 50.67, Accident Source Term, the licensee requested to incorporate the alternative source term dose analysis methodology into the Callaway licensing basis and to revise Callaway Technical Specifications 3.7.10, Control Room Emergency Ventilation System (CREVS); 5.5.11, Ventilation Filter Testing Program (VFTP); and 5.5.17, Control Room Envelope Habitability Program.

In an e-mail dated November 4, 2021 (ADAMS Accession No. ML21308A069), the U.S. Nuclear Regulatory Commission (NRC) staff requested supplemented information from the licensee, which was followed up by a clarification teleconference with the licensee. In a followup letter dated November 30, 2021 (ADAMS Accession No. ML21319A006), the NRC staff provided the results of the acceptance review as Unacceptable with Opportunity to Supplement, and included the request for supplemental information. In order to make the license amendment application complete, the NRC staff requested that the licensee supplement the application to address the information requested in the enclosure of the letter by December 1, 2021, to enable the NRC staff to begin its detailed technical review. By letter dated December 1, 2021 (ADAMS Accession No. ML21335A451), the licensee submitted the requested supplemental information.

The purpose of this letter is to provide the results of the NRC staffs acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

F. Diya Consistent with 10 CFR 50.90, an application for an amendment to a license (including the technical specifications) must fully describe the changes requested, and following, as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The NRC staff has reviewed your application and the supplemental information and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

Based on the information provided in your submittal and discussions during the pre-licensing meeting held on June 14, 2018 (meeting summary dated August 21, 2018 (ADAMS Accession No. ML18215A375)), and the meeting held on March 15, 2021 (meeting summary dated April 16, 2021 (ADAMS Accession No. ML21103A003)), the NRC staff has estimated that this license amendment request will take approximately 1800 hours0.0208 days <br />0.5 hours <br />0.00298 weeks <br />6.849e-4 months <br /> to complete. The NRC staff expects to complete this review in approximately 12 months, which is December 10, 2022.

These estimates are based on the NRC staffs initial review of the application, and they could change due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities. Any significant changes in the forecasted hours and/orthe forecasted completion date, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.
