CALLAWAY PLANT, UNIT 1 - ACCEPTANCE OF REQUEST FOR APPROVAL OF OPERATING QUALITY ASSURANCE MANUAL REVISION 36A (EPID L-2023-LLQ-0000)
Dear Mr. Diya:
By letter dated June 5, 2023 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML23156A669), supplemented by letter dated June 14, 2023 (Package ML23165A241), pursuant to Title 10 of the Code of Federal Regulations 50.54(a)(4), Union Electric Company, doing business as Ameren Missouri (the licensee),
submitted a request for U.S. Nuclear Regulation Commission (NRC) approval of the Operating Quality Assurance Manual (OQAM), Revision 36a, for Callaway Plant, Unit No. 1 (Callaway).
The proposed change is per Callaway OQAM Change Notice (OQAMCN)23-001, OQAM section 2.10 and OQAM Appendix A (where conformance to NRC Regulatory Guide (RG) 1.8, Qualification and Training of Personnel for Nuclear Power Plants, is described). The OQAM will be revised to change the commitment from RG 1.8, Revision 2 (ML003739928) to RG 1.8, Revision 4 (ML19101A395), in order to specifically adopt the Radiation Protection (RP) portion of the education and experience qualifications of American National Standards Institute/American Nuclear Society (ANSI/ANl) 3.1-2014, Selection, Qualification, and Training of Personnel for Nuclear Power Plants, for RP first line supervisors, technicians, and supplemental personnel.
The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this request for NRC approval of the OQAM, Revision 36a.
The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the

Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
Based on the information provided in your submittals, the NRC staff has estimated that this request will take approximately 120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br /> to complete. The NRC staff expects to complete this review in approximately 3 months, which is September 30, 2023.
If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.
These estimates are based on the NRC staffs initial review of the application, and they could change, due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities. Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.
