By letter dated October 12, 2022 (Reference 1), Ameren Missouri submitted a combined license amendment request (LAR) and regulatory exemption request to allow use of a limited number of Framatome GAlA fuel assemblies at Callaway Plant, Unit No. 1 (Callaway). By e-mail dated November 1 7, 2022 (Reference 2), the NRC staff requested supplemental information to support to this letter contains proprietary information.

Withhold from public disclosure under 10 CFR 2.390(a)(4).

Upon removal of Enclosure 3, this letter is uncontrolled.

In response to Reference 2, Ameren Missouri provided supplemental information via Reference 3 which included the description of the Rod Ejection Accident Analysis that supported the LAR. This letter transmits an updated version of the Rod Ejection Analysis, as provided in Reference 3, which includes correction of an incorrect input value along with additional changes specific to reactor operation with the GAlA fuel assemblies in an upcoming operating cycle. With these changes incorporated, all applicable acceptance criteria continue to be met. The description of the Rod Ejection Analysis provided in this letter contains information proprietary to Framatome, Inc.

Three enclosures are provided in this letter. Enclosure 1 provides an affidavit for withholding proprietary information from public disclosure (as further explained below). Enclosure 2 provides the non-proprietary version ofthe updated Callaway Rod Ejection Accident Analysis Report, and provides the proprietary version of the updated Callaway Rod Ejection Accident Analysis Report.

Since Enclosure 3 contains information proprietary to Framatome, Inc., it is supported by an affidavit signed by a representative of the owner of the information, The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of 10 CFR 2.390. Accordingly, it is respectfully requested that the proprietary information be withheld from public disclosure in accordance with 10 CFR 2.390.

In accordance with the Callaway Operating Quality Assurance Manual, the Onsite Review Committee has reviewed and approved the proposed changes and have approved the submittal of this amendment application.

The supplemental information provided in the enclosures to this letter has no impact on the changes requested and described in the LAR. As such, they do not change the No Significant Hazards Consideration conclusions reached in the LAR, nor do they change the conclusion regarding no need for an environmental assessment based on the categorical exclusion provisions of 1 0 CFR 51.22.

This letter does not contain new commitments.
