TAC ME2822-ACCEPTANCE REVIEW FOR BOP ESFAS APPLICATION Scott/Tom:
The acceptance letter for the subject request for action is provided below. If you have any questions, please contact me.
Mohan C Thadani Senior Project Manager Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation (301) 415-1476 Mohan.Thadani@nrc.gov Mr. Adam C. Heflin Senior Vice President and Chief Nuclear Officer Union Electric Company P.O. Box 620 Fulton, MO 65251
SUBJECT:
CALLAWAY PLANT, UNIT 1 EXTENSSION OF COMPLETION TIMES FOR TS 3.3.2, EGINEERD SAFETY FEATURE ACTUATION SYSTEM INSTRUMENTATION (TAC NO.
ME2822).
Dear Mr. Heflin:
By [[letter::ULNRC-05665, Application for Amendment to Facility Operating License NPF-30 (LDCN 09-0039) Completion Time Extensions for TS 3.3.2 Engineered Safety Feature Actuation System (ESFAS) Instrumentation Functions|letter dated November 25, 2009]], (ADAMS Accession No. 093290318), Union Electric Company (the licensee) requested the U.S. Nuclear Regulatory Commission (NRC) staff approval of an amendment to the Callaway Plant, Unit 1 Technical Specifications (TS). The proposed amendment would revise Technical Specification (TS) 3.3.2, Engineered Safety Feature Actuation System (ESFAS) Instrumentation. The revision consists of adding a new required action Q.1 to require restoration of an inoperable Balance of Plant ESFAS (BOP ESFAS) train to operable status within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. Currently, Condition Q of TS Function 6 of TS Table 3.3.2-1 requires the plant to enter a shutdown track to Mode 3 within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and to Mode 4 within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> with no allowed outage time provided for restoration. In addition, the Completion Times for TS 3.3.2 Required Action J.1 and O.1 to trip inoperable channels that provide inputs to BOP ESFAS would also be extended to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
Shutdown track Completion Times to be in Modes 3 and 4 would be increased to reflect these longer restoration times. Separate Condition entry for TS Condition J would be restricted to assure that
Function 6.g in TS Table 3.3.2-1 will provide a start signal to the motor-driven auxiliary feedwater pumps from one train of BOP ESFAS actuation logic.
The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff=s acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
If you have any questions, please contact me.
