Dear Mr. Martin:

I recently received the enclosed correspondence from Ms. Anne Nelson, who represents Citizens for Fair Utility Regulations, expressing her concern about access to the summaries of meetings between officials of the Nuclear Regulatory Commission and TU Electric Company.

Ms. Nelson raises several issues in her letter which, I am aware, However, will properly be addressed by the Fifth Circuit Court.

she asks my assistance with a matter which I would like to bring to your attention.

Ms. Nelson states that the meetings between the NRC and TU Electric are held in Glenrose at times when it is difficult for her and other interested parties in the Dallas / Fort Worth area to attend; and then the summaries of these meetings are posted Glenrose, and the sole posting of these meeting summaries in Glenrose creates additional difficulty for interested parties to gain information about what took place at the meetings.

It is Ms. Nelson's request that the summaries of the meetings also be posted at the University of Texas at Arlington so that she and others would have easier access to the information they.

Daar Congressman Frost, A;1ocal Metroplex group, Citizens for Fair Utility Regulations (CFUR), is attempting to. monitor.the licensing process of the Comanche Peak nuclear power plant located just~outside'of Glen Rose, Texas. TU Electric has' set a goal to begin loading fuel-on Oct. 2 of this year.

significant safety issues are still pending. For example, the plant has. installed Kapton. insulation around wiring and this product has been responsible for fires in militaryJ aircraft; sub-standard, counterfeit bolts have been installed throughout the plant in inaccessible areas.

Recent tests have also uncovered a safety problem:with the

' design-of Borg-Warner, check valves which are.a component of r

their auxiliary feed water system. A July /10, 1989 NRC report points out ' operator error' during testing, ' lack of communication between shifts' and ' lack of~ management aggressiveness in resolution of safety significant issues'.

Concern'over these. issues has prompted CFUR to file a request in the Fifth Circuit Court to If order thisthe NRC to request is hear our request for Intervenor Status.

' granted, public hearings will again be opened.. The public has not had the benefit of these hearings since-citizens for Safe Energy (CASE) settled in July .of f l988. We also plan to ask the Court to grant a stay-on fuel load until the judicial process has been completed.

Currently, however, we must rely on information from public hearings and' reports. Many of these reports are available only through the Local Documents Room at the Glen Rose Library which is almost fifty miles away..

TU Electric,and NRC are holding meetings to discuss licensing issues. These meetings are held at the comanche Peak facility and minutes of each meeting are sent to the Glen Rose Library. Since the group seeking to intervene in the licensing is in the Metroplex. area, we are asking an cdditional posting of these meeting minutes be available in a more accessible place. . We request copies be sent to the

' University of Texas at Arlington library to be housed in the Local Documents Room there.

We would appreciate any help you can give us in obtaining access to this potentially important information source, i
