REVIEW OF CHANGES IN THE EMERGENCY PLAN FOR THE UNIVERSITY OF MICHIGAN FORD NUCLEAR REACTOR We have reviewed the proposed emergency plan changes for the University of Michigan Ford Nuclear Reactor submitted April 20, 1989, and further clarified

' in a letter submitted May 30, 1989,- against 10 CFR 50.54(q). Our review indi-cates that one proposed change decreases the effectiveness of the currently approved emergency plan. . It is our position therefore, that the proposed change should not be incorporated into the current emergency plan.

The proposed revision would eliminate the biennial renewal of ag7.wents with offsite support agencies. '10 CFR 50, Appendix E.IV.G. requires, in part, that provisions be employed to ensure that the emergency plan is maintained up to date. A statement attesting to the fact that the agreements are in
