Dear Dr. Fleming:

SUBJECT: ROUTINE SAFETY INSPECTION AT THE UNIVERSITY OF MICHIGAN FORD NUCLEAR

REACTOR

This refers to the routine safety inspection conducted by Mr. C. Cox and

Mr. T. Ploski of this office on January 19-22, 1993. The inspection included

a review of authorized activities for the University of Michigan ford Nuclear

Reactor facility. At the conclusion of the inspection, the findings were

discussed with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

During this inspection, certain of your activities, as described above, a) pear .

violation and it is not being cited because the criteria specified in

Section Vll.B.1 of the " General Statement of Policy and Procedures for NRC

Enforcement Actions," (Enforcement Policy,10 CFR Part 2, Appendix C were
