Dear Dr. Kerr:

The Commission has issued the enclosed Amendment No. 25 to Facility Operating License No. R-28 for the University of Michigan's Ford Nuclear Reactor. This amendment consists of changes to the Technical Specifications in response to your requests dated June 27,1977 and August 25, 1976, and supplements thereto dated June 12,1978 and September 13, 1978. The related Safety Evaluation is also enclosed.

This amendment changes the Technical Specifications to authorize use of intermetallic Uranium Aluminide (UA1x) and Uranium 0xide (U38 0)

Cermet Fuels in addition to the uranium-aluminium alloy fuel currently being used in the Ford Nuclear Reactor.

In addition, this amendment includes a change to the Technical Specifi-cation relating to the facility radiation monitoring system. Specifi-cally, it deletes the cold sump alarm. This specification is no longer required because piping changes have been made to prevent the cold sump from discharging into the Ann Arbor city storm sewer system. The sump can now only discharge into the facility radioactive liquid retention system which is monitored prior to discharge from the facility.

We have modified your proposed Technical Specifications to meet our requirements. These modifications have been discussed with and agreed to by your staff.
