l United States Nuclear Regulatory Commission Document Control Desk Washington, D.C. 20555 Re: Request for amendment to Item 3 - Location defined in the l Attachment to Indemnity Agreement E-24, between the University of Michigan and the United States Atomic Energy Commission, dated November 1,1962, as amended.

The University of Michigan hereby requests that the Attachment to Indemnity Agreement E-24 between the University of Michigan and the United States Atomic Energy Commission be amended by replacing in its entirety the language under Item 3 - Location with the following:

'"The Ford Nuclear Reactor Building and contiguous Phoenix Memorial i Laboratory Building" i

l The purpose of the proposed amendment is to make the " Location" as identified in the Attachment to Indemnity Agreement E-24 consistent with the University's R-28 Reactor License in regard to the location oflicensed SNM and byproduct materials. The proposed amendment corrects an apparent historical oversight and does not result from any modifications to the operating procedures or systems of the Ford Nuclear Reactor or any changes of the physical layout of the Ford Nuclear Reactor Building (FNR) and Phoenix Memorial Laboratory Building (PML).

The decision to identify the entire Phoenix Memorial Laboratory Building as a part of the

" Location" is based on the numerous laboratories, work spaces, and process equipment i areas within PML that may contain byproduct or SNM materials licensed under R-28.

Typical examples of specific areas in PML and materials involved are: 1) the hot cells, one of which is directly connected to the reactor pool, where remote handling of byproduct and SNM materials in the form of experiments and spent reactor fuel occurs in preparation for lO shipment or transfer; 2) the basement level of PML which contain major portions of the radioactive liquid disposal system for the reactor including three 3000 gallon retention tanks; 3) first floor areas where solid low level radioactive waste is processed and L, temporarily stored while awaiting shipment to disposal sites; 4) second floor machine and electronic shops that are occasionally used in the maintenance and repair of contaminated or

[ f*fT radioactive reactor components; 5) counting laboratories on the first and third floors used for analyzing licensed byproduct materials; 6) the first, second and third floor hallways i

utilized for transport of byproduct materials within PML and FNR; and 7) second and third l floor rooms containing ductwork and mechanical equipment associated with the ventilation system for the reactor.

4 '. 2 The' Ford Nuclear Reactor Security Plan has been reviewed. The need for a revision with regard to SNM (spent fuel) that may be temporarily located in the north PML hot cell has been identified. A proposed revision to the FNR Security Plan will be forwarded under separate cover.

The Emergency Plan for the Ford Nuclear Reactor has been reviewed. The plan addresses i

planned res xmses to emergencies occurring in both PML and FNR which together are i

defined as (le " facility" in the plan. No revision to Emergency Plan will be required as a l result of this amendment to the Indemnity Agreement.

l Reactor Operating Procedures and Health Physics Procedures take into consideration licensed materials being located in the areas of PML identified above. No revision to either Operating or Health Physics Procedures will be required as a result of this amendment.
