SUBJECT:

LICENSE AMENDMENT NO. 31 The Commission has issued Amendment No. 31 to Facility Operating License No.

R-28 for the University of Michigan reactor. The amendment consists of changes to the technical specifications in response to your submittal dated December 2, 1985.

The amendment changes the technical specifications to eliminate the reference to a Supervisor of Reactor Operations.

Copies of Amendment No. 31 and the related Safety Evaluation are enclosed.
