Ford Nuclear Reactor Emergency Plan, Revision 16
Dear Mr. Michaels:
This letter covers the submittal of Revision 16 to the Ford Nuclear Reactor Emergency Plan.
All changes to the Plan are designated with a I in the right hand margin. The changes are in the following areas:
Various minor typographical errors were corrected.
The Assistant Manager for Laboratcry Operations was added to the PML-FNR Management list of persons in the order of succession fo. Emergency Director (Section 3.1.4).
The approach taken towards significant radiation exposures was revised to reflect current 10 CFR 20 gmdance:
- 1) The section " Authorization of Radiation Exposures in Excess of 10 CFR 20 Limits" (was Section 3.5 on pg 18) was deleted;
- 2) Emergency Entrance Criteria (Appendix 2, Section 8.3) were revised as follows:
a) Life-saving and emergency actions (which might exceed 10 CFR 20 due to a lack of planning) am restricted to those actions necessary to either save a life or protect public health and safety; b) Planned special exposures, performed in accordance with 10 CFR 20.1206 and 0 q C O 'j ~,
10 CFR 20.2204, will be used for all other situations.

All references to self-contained breathing apparatuses were deleted as these items are no longer l
maintained at the facility as needed emergency equipment.

Phone numbers were added for obtaining local wind rose information for helping with emergency assessment and classification (Appx 2-3).
Public information news releases will be provided by the Project Director rather than the Emergency Director (Appx 2-6).
Department of Public Safety responses specified in Appendix 3 were revised for phone number changes as well as the addition of the Assistant Manager for Laboratory Operations to the list of FNR-PML emergency staff; Appendix 4 contact names and phone numbers were updated as needed.
None of the changes are substantive, nor do they decrease the effectiveness of the Emergency Plan.
