SUBJECT: SUPPLEMENT TO INSPECTION REPORT NO. 50-002/9803

Dear Dr. Lee:

The inspection conducted on October 16-20,1998, included two additional reviews that were completed after the onsite inspection for Inspection Report No. 50-002/98203 issued on November 23,1998.

'

The inspector reviewed operating log book entries from March 4 through August 28,1997, to verify that the reactor staffing met the minimum requirements of Technical Specifications and to determine the operating status of the reactor during the period. The inspector's review of the logs revealed that the reactor was never shut down except for one refueling outage and that appropriate staffing for the reactor conditions was maintained during the period in question.

The review was conducted under Inspection Procedure 39745, " Class l Non-Power Reactor Organization and Operations and Maintenance Activities."

The inspector also discussed with the licensee the facility status on the year 2000 computer issue. The licensee had reviewed all systems affecting reactor safety and concluded that they were not affected. Some hardware associated with the facility access controls will be affected and they have been scheduled for replacement with appropriately compatible equipment, in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be l placed in the NRC Public Document Room.
