SUPPLEMENTAL RESPONSE TO A NOTICE OF VIOLATION (EA 88-316) t As stated in the April 17, 1989 response, two task forces were established in an effort-to resolve clearance problems. One task force l was made up of Operations personnel, reporting to the Manager 0perations. l The other was comprised of unit managers or supervisors from Operations, {

Maintenance, Technical Support, and Outage Management, and reported to l the Plant General Manager. As a result of these task forces. the i following changes are being made. I CLEARANCE CENTER t

A " Clearance Center" is being developed to remove the responsibility for .i clearance reviews from the Operations personnel staffing the control l room. The Center is expected to be staffed Monday through Friday,  !

excluding back shifts, by a minimum of one licensed senior reactor '

operator (SRO). Additional personnel will be assigned to the Center's staff, as appropriate, to support periods of increased clearance requests (i.e., outages). In addition to Operations personnel, personnel from other organizations (Maintenance, Technical Support, l etc.) will be used as appropriate.  !

l The task force made up of unit managers is acting as the steering l committee for the developm :1t of the Clearance Center. The task force l will establish the Center's objectives and ensure their implementation. {

Current objectives for the Center are as follows: l (1) Receive clearance requests from the appropriate planning and .)

scheduling groups, l l

(2) Deliver a clearanca request work package to the control room  !

personnel specifyfig a) required plant conditions, b) work scope, j and c) required LC0 actions, j l;

The Center will be responsible for evaluating the work scope, determining the required boundaries, and performing operability reviews .

on equipment affected by a clearance request. '

The Operations personnel staffing the Control Room vill be responsible  ;

for establishing the plant conditions specified by the Clearance Center l personnel and for hanging the clearance once these conditions are j established. l Carolina Power & Light Company believes that establishment of the  ;

Clearance Center should prevent future events similar to those cited in j the Notice of Violation resulting from improper clearance l l implementation. The Center will be established by July 9, 1989.  ;
