Reference:

1. Letter from R. L. Gridley to NRC dated May la, 1987, "Sequoyah Nuclear Plant - Technical Specification Change 87-34" The referenced letter requested changes to the technical specifications in Section 6 " Administrative Controls." TVA is withdrawing those portions that requested Plant Operations Review Committee (PORC) responsibility changes regarding the review of special tests, experiments, and proposed changes to technical specifications. TVA had discussed the proposed changes with NRC in January 1987 to determine an acceptable approach for revising PORC responsibilities.

The referenced submittal was based on those discussions.

Recent discussion with the new NRC project management team has indicated that NRC will not approve the changes involving removal of special tests, experiments, and review of technical specification changes frotn PORC responsibilities. Therefore, this submittal will narrow the scope of the original request. This submittal simply withdraws two requests made by the original submittal in such a manner that the current technical specifications are not changed. Marked-up pages of the technical specifications are provided in enclosure 1 to clarify the changes in scope. The proposed determination of no significant hazards provided in our May 18, 1987 letter is still applicable.

NRC also requested detailed information governing changes to administrative instructions. A copy of the administrative instruction governing procedure changes is provided in enclosure 2. Insert B, following page 12, contains the requested information concerning management control. This procedure is in draft ferm. It will be issued for use after NRC approval of this proposed technical specification change.
