Dear Mr. Kent:

This is in response to your letter of August 19, 1963, in uhich you raise several questions regarding the 1 nuclear power plant proposed to be constructed at Bodega l Head, California. The Pacific Cas and Electric Company's i application is before the Commission as a regulatory  !

matter and is currently being evaluated by the Commis- l sion's regulatory staff., You will understand, therefore, ,

that it would be inappropriate for me to corment at this j l '

l time on its merits.

Upon completion of the safety evaluation by the Commission's technical staff, a public hearing will be held before an Atomic Safety and Licensing Board. At this hearing, which will be held at Santa Rosa, California, members of the technical staff will describe their evalua-tibn of the safety aspects of the proposed reactor. An j opportunity to participate in the hearing will be afforded l the public pursuant to the Commission's " Rules of Practice", l l 10 CFR Part 2, a copy of which is attached.

With regard to the last paragraph of your letter, I wish to assure you that the Commission's primary considera-tion in whether or not to grant a requested construction l authorization to to determine if there would be adequate 1 protection to the health and safety of the public from the potential hazards involved.
