1. The withheld info-rmation is properly classified pursuant to Executive Order 12356 (EXEMPTION 1)
2. The withheld information relates solely to the internal personnel rules and procedures of NRC. (EXEMPTION 2)
3. The withheld mformation is specifically exempted from public disclosure by statute indicated: (EXEMPTION 3)

Section 141145 of the Atomic Energy Act which prohitrts the disclosure of Restncted Data or Formerly Restricted Data (42 U.S.C 2161-2165L Section 147 of the Atomic Energy Act wtuch prohibsts the disclosure of Unclassified Safeguards information (42 U.S.C. 2167).

4. The withheld information is a trade secret or commercial or financial information that is being withheld for the reason (s) indicated: (EXEMPTION 4)

This refers to the pre-operational physical protection inspection conducted by Mr. G. L. Pirtle of this office on October 24-31, 1983, of activities at the Callaway County Station, Unit 1, authorized by NRC Construction Permit No. CPPR-139 and to the discussion of our findings with Mr. S. Miltenberger j and other members of your staff at the conclusion of the inspection.

The enco1' sed ccpy of our inspection report identifies areas examined during 5 the inspection. Within these areas, the inspection consisted of a selective i examination of procedures and representative records, observations, and )

interviews with personnel. l No items of noncompliance with NRC requirements were identified during the courses o! this inspection. The enclosed report does contain certain findings which will be reviewed during future pre-operational inspections. No response is needed at this time.

We understand, based upon discussions with members of your staff during the inspection, that your security prograni will be fully implemented in accordance with the schedule described in Paragraph 5.c. of this report. If your under-standing of this matter is different or if delays in implementation are encountered, please notify us immediately.

Areas examined during this inspection concern a subject matter which is exempt from disclosure according to Section 73.21(c)(2) of the NRC's

" Rules of Practice," Part 73, Title 10 Code of Federal Regulations.  !

This information must be handled and protected in accordance with the provisions of 10 CFR 73.21. Consequently,'our report of this inspection will not be placed in the Public Document Room.
