SUBJECT: NRC ROUTINE RADIATION PROTECTION INSPECTION REPORTS

50-456/98006(DRS); 50-457/98006(DRS) AND NOTICE OF VIOLATION

Dear Mr. Kingsley: .

On April 7,1998, the NRC completed an inspection at your Braidwood Generating Station,

Units 1 and 2. The enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with personnel, and

l - observation of activities in progress.' .Specifically, the inspection focused on your liquid and

i gaseous effluent, and radiation monitoring programs.

l Overall, your staff properly implemented the liquid and gaseous effluent and radiation

monitoring programs. The total releases for the Braidwood station for 1996 and 1997 were

l below regulatory limits.and there were no abnormal or unmonitored releases. The radiation'-

.

monitoring instrumentation was well maintained and setpoints were established and set in

accordance with station procedures.

1 However, one violation of NRC requirements was identified, as specified in the enclosed Notice l

'

of Violation (Notice). The violation concemed the failure to verify that a workers electronic

dosimetry was on prior to beginning work on the steam generator platforms during the last Unit

.

2 outage.- This violation is of concem because there were several opportunities to identify that j

l the dosimetry was not on. Neither radiation protection technicians nor the worker himself /

verified that the dosimetry was tumed on. In addition, the radiation protection technicians

' responsible for monitoring the dosimetry via computer, failed to summon the worker back from

/ ,

,

the platform to determine why there was no computer display from the worker's dosimetry.  !

The NRC has concluded that information regarding the reason for the violation, the corrective .

e actions taken and planned to correct the violation and prevent recurrence, is already adequately 80  ;

addressed in the subject inspection report. Therefore, you are not required to respond to this

violation unless the description of the problem as described in the inspection report does not

accurately reflect your corrective actions or your position. In that case, or if you choose to

provide additional information, you should follow the instructions specified in the enclosed

Notice.

In accordance with 10 CFR 2.790 of the NRC'S " Rules of Practice," a copy c.i this letter, the

enclosures, and your response to this letter will be placed in the NRC Public Document Room

(PDR).
