, NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50-456; 50-457

. Braidwood Station Units 1 & 2 License Nos. NPF-72; NPF-77 ,

As a result of an inspection conducted on October 6-22,1997, two violations of NRC requirements were identified, h accordance with the " General Statement of Policy and ,

Procedure for NRC Enforcement Actions," NUREG-1600, the violations are listed below; t

\_ 1. Technical Specification 6.11 requires, in part, that procedures for radiation protection be J adhered to for all operations involving pemonnel radiation exposure.

{ Procedure BwRP 5010-1,"Radiolo0 lcal Pos'ing and Labeling Requirements," revision 7, requires, in part, that personnel entering any radiologically posted arca are to read and to comply with all associateri postings.

Contrary to the abcve, on October 10,1997, an individal, who was performing w;d on

} the 2CV8149 valve within the radiologically posted area, failed to follow the lastructions contained on a posting (i.e., the posted step-off pad). Specifically, the individual stepped over the high contamination area boundary rope and left the area v "

removing his outer boots and gloves, as required by the posting (step-off o)

This is a Severity Level IV violation (Supplement IV).

2. Technical Specificatbn 6.12.2 rec,aires for individual high radiation areas accessible to .

a personnel with radiation levels of greater than 1000 milliroentgen /hr that are located with'n, large rooms, such as PWR containment, where no enc 80sure exists for the purposes of locking, and where no enclosure can be reasonably constructed around the individual sres, that individual area shall be barricaded (by a more substantial obstacle then ropr), conspicuously posted, and a flashing light shall be activated as a warning device.

Contrary to the above, on September 29,1997, two radiation protection techniciens measured radiation levels of 1200 to 1500 miniroentgens/hr in an area within the Unit 2 Containment Building, a .sosted 7.igh radiation area where no enclosure existed for the purposes of locking and where no enclosure could be reasonably constructed, but failed to barricade and conspicuously post the area and to activate a flashing Cght.

This is a Seventy Level IV violation (Supplement IV).
