l NOTlCE nF VIOLATION
' Commonwealth Edison Company Docket Nos. 50-456;50 457 Braidwood Starion License Nos. NPF-72; NPF-77 Braceville, Illinois As a result of an inspection conducted from July 1 through August 11,1997, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:
Technical Specification 6.8.1.g states, in part, that written procedures shall be established, implemented, and maintained covering activities of the Fire Protection Program.
Braidwood administrative procedure BwAP 1100-15, " Fire Prevention When Welding, Cutting, Grinding or Performing Open Flame Work (Hot Work)," Revision 7, Steps E.6 and F.2.c.12, require that welding machines be de-energized when the equipment is unattended.
Contrary to the above, on July 2,1997, the inspectors observed an unattended and energized welding machine located outside the 2A Emergency Diesel Generator Room.
This is a Severity Level IV violation (Supplement 1) (50-457/97013-02 (DRP)).
The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance was achieved is addressed in inspection Report No.
50-457/97013 and is on the docket. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position, in that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington D.C.
20555 with a copy to the Regional Administrator, Region 111, and a copy to the NRC Resident inspector at the facility that is subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
