NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50-456: 50-457 l Braidwood Station License Nos. NPF-72; NPF-77 l Braceville. Illinois l As a result of an ins)ection conducted from September 7 through October 18, 1 1996, a violation of 1RC requirements was identified. In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions."

NUREG-1600, the violation (s) is/are listed below:

10 CFR Part 50. Ap)endix B, Criterion V, requires. in part, that activities affecting quality 3e prescribed by documented instructions, procedures, or drawings, of a ty)e appropriate to the circumstances and shall be accomplished in accordance wit 1 these instructions, procedures, or drawings. i l

Contrary to the above on September 10. 1996, operations persornel in the control room were performing 18w0$ 8.1.1.2.a-2. " Unit One 1B Diesel Generator Operability Monthly (Staggered) and Semi-annual (Staggered) Surveillance."

Revision 15 dated September 9. 1996. The inspectors observed that the non-licensed operator in the diesel generator room was using 1Bw0S 8.1.1.2.a-2,  !

Revision 14E1 dated June 28, 1996. which was inappropriate for the circumstances.

This is a Severity Level IV violation (Supplement I) (50-456/96014-01).

Pursuant to the provisions of 10 CFR 2.201, Commonwealth Edison is hereby required to submit a written statement or explanation to the U.S. Nuclear l Regulatory Commission, ATTN:

Document Control Desk. Washington D.C. 20555 with a copy to the Regional Administrator, U.S. Nuclear Regulatory Commission.

Region III, 801 Warrenville Road, Lisle Illinois. 60532, and a copy to the NRC Resident Inspector at the Braidwood Station within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should  !

be clearly marked as a " Reply to a Notice of Violation" and should include for ,

each violation: (1) the reason for the violation, or, if contested. the basis I for disputing the violation, (2) the corrective steps that have been taken and l the results achieved, (3) the corrective steps that will be taken to avoid I further violations, and (4) the date when full compliance will be achieved.

Your response may reference or include previous docketed correspondence, if the correspondence adequately addresses the recuired res)onse. If an adequate reply is not received within the time specifiec in this 10tice, an order or a demand for information may be issued as to why the license should not be modified, susperded, or revoked, or why such other action as may be 3 roper should not be taken. Where good cause is shown, consideration will De given to extending the response time.
